Who is an IAS officer?

The administrative division of the All India Services is known as IAS or Indian Administrative Services. The Imperial Civil Service was its previous name (ICS). To join the Indian bureaucracy and become an IAS officer, one must pass the civil services examination.

What regulations govern IAS officers' resignations?

A formalized resignation is an officer’s announcement of his or her desire to quit the IAS, either now or at a predetermined time that has been indicated.

A resignation must be unequivocal and explicit, according to Department of Personnel policies, which govern the IAS workforce.

Rules 5(1) and 5(1)(A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958 govern an officer’s withdrawal from any of the three All-India Services.

IAS, the Indian Police Service (IPS), and the Indian Forest Service are among some of the All-India Services (IFS).

Officers from the other central services must follow equivalent 

Accepting the government’s Voluntary Retirement Scheme is very different from quitting your job (VRS).


Whom it is addressed:

It has to be submitted to the state’s chief secretary in cases of state delegation but if  Central Deputation Occurs then it has to be addressed to the department or ministry’s secretary who is concerned.

The concerned state cadre is then forwarded to the officer’s resignation by the Ministry/Department along with any remarks or suggestions.


What conditions determine whether a resignation is accepted or rejected?

*It is not in the government’s interest to retain an employee who is reluctant to perform, according to a circular on resignation released by the DoPT on February 15, 1988.

*Therefore, the usual approach is that, barring special circumstances, an officer’s resignation should be accepted.

*It is discussed if the government employee’s administrative case has validity and whether accepting his resignation would be in the public interest.

*Resignations have occasionally been turned down because officers were facing disciplinary actions.

*The Central Vigilance Commission’s (CVC) approval is required in these situations.

*The government also investigates yet if the officer in question signed a period to work for the government.


What does an IAS officer's major task necessarily involve?

According to his or her profession and placement, the IAS officer handles a wide variety of tasks.

The majority of the work requires managing the administration of a district, area, or department, developing and implementing policies, leading PSUs, etc.

Additionally, an IAS officer may be appointed to a central government department or sent on missions abroad.

IAS officers may be appointed to private organizations for a limited time under certain circumstances.

After the resignation is accepted, what happens?

At the state level :

The state investigates the officer to discover if any debts are owed to him or her, as well as the official’s monitoring record and any open instances of bribery, etc.

Retirement is typically turned down if such a situation arises.

At the national level: The central government, the competent authority, will only contemplate an officer’s resignation after receiving a proposal from the appropriate detachment.

Authorities in charge are:

Minister of State for the IAS in the Department of Personnel & Training (DoPT)

Regarding the IPS, the Minister of Home Affairs

Regarding the Forest Service, the Minister of the Environment, Forests, and Climate Change

The Prime Minister decides on the IAS in his capacity as Minister in Charge of the DoPT.

Can an officer rescind a resignation after it has been submitted?

The central government may allow an officer to rescind their resignation “in the interest of the public,” according to Rule 5(1A)(i) of the modified DCRB Rules.

According to a 2011 change to the system, “an individual is permitted to rejoin job if the authorization to rescind the resignation is granted within 90 days.”

When a member of the Service resigns to become affiliated with any current politics or political groups, the request to revoke the resignation will not be granted.
