Who is an IAS officer?

What regulations govern IAS officers' resignations?

Rules 5(1) and 5(1)(A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958 govern an officer’s withdrawal from any of the three All-India Services.

Whom it is addressed:
It has to be submitted to the state’s chief secretary in cases of state delegation but if Central Deputation Occurs then it has to be addressed to the department or ministry’s secretary who is concerned.
The concerned state cadre is then forwarded to the officer’s resignation by the Ministry/Department along with any remarks or suggestions.
What conditions determine whether a resignation is accepted or rejected?
*It is not in the government’s interest to retain an employee who is reluctant to perform, according to a circular on resignation released by the DoPT on February 15, 1988.
*Therefore, the usual approach is that, barring special circumstances, an officer’s resignation should be accepted.
*It is discussed if the government employee’s administrative case has validity and whether accepting his resignation would be in the public interest.
*Resignations have occasionally been turned down because officers were facing disciplinary actions.
*The Central Vigilance Commission’s (CVC) approval is required in these situations.
*The government also investigates yet if the officer in question signed a period to work for the government.
What does an IAS officer's major task necessarily involve?

After the resignation is accepted, what happens?
At the state level :

At the national level: The central government, the competent authority, will only contemplate an officer’s resignation after receiving a proposal from the appropriate detachment.

Can an officer rescind a resignation after it has been submitted?
The central government may allow an officer to rescind their resignation “in the interest of the public,” according to Rule 5(1A)(i) of the modified DCRB Rules.
According to a 2011 change to the system, “an individual is permitted to rejoin job if the authorization to rescind the resignation is granted within 90 days.”
When a member of the Service resigns to become affiliated with any current politics or political groups, the request to revoke the resignation will not be granted.
